Smoking Ban Resolution Rejected by European Parliament

A resolution on smoke-free environments, initially supported by MEPs, was rejected after amendments from right-wing groups altered its original intent. The vote ended with 378 against, 152 in favor, and 26 abstentions.

Despite backing from four major groups—EPP, S&D, Renew Europe, and the Greens/EFA—the proposal failed due to amendments by the European Conservatives and Reformists (ECR). The EPP’s support of these amendments led to criticism from its coalition partners.

Controversial Amendments and Key Disagreements

The ECR’s amendments advocated separate regulations for e-cigarettes and heated tobacco products, challenging the proposal’s intent to address vapes and tobacco under broader smoking rules. The changes also softened rules on expanding smoking bans to outdoor areas.

S&D negotiator Alessandra Moretti accused right-wing groups of prioritizing “anti-scientific” positions, undermining efforts to protect public health, especially children and pregnant women. Meanwhile, the ECR defended its stance, stating that vaping aids smoking cessation.

Patriots for Europe opposed the resolution entirely, claiming tobacco policy falls under member states’ jurisdiction. The European Council will review the proposal during the upcoming health ministers’ meeting. Once adopted, the guidelines will provide non-binding recommendations to EU countries.
