Austrian intelligence has exposed a Russian-led disinformation campaign designed to weaken support for Ukraine while promoting pro-Russian narratives in German-speaking countries, particularly Austria and Germany.
Russian Disinformation Cell Exposed
According to Austria’s domestic intelligence agency, the campaign was orchestrated by a network linked to Russian intelligence. This cell was reportedly formed shortly after Russia’s full-scale invasion of Ukraine in 2022.
The operation aimed to manipulate public perception by spreading anti-Ukrainian propaganda, targeting President Volodymyr Zelenskyy, and fostering pro-Russian sentiment. This was done through both online misinformation and public space interventions, including the distribution of far-right and nationalist slogans via stickers and graffiti. These messages were falsely attributed to pro-Ukrainian activists to create confusion and mistrust.
A statement from Austrian intelligence emphasized:
“The direct aim of this disinformation cell was to carry out targeted actions to turn public opinion against Ukraine, ultimately creating pro-Russian sentiment.”
Bulgarian Woman Identified as Key Suspect
Authorities uncovered the operation following the December 2024 arrest of a Bulgarian woman suspected of espionage on behalf of the Kremlin. Her name has not been disclosed, but investigators found evidence of the disinformation campaign on her electronic devices.
She is believed to have played a crucial role in distributing propaganda in Austria and Germany while also acting as a liaison between Russian intelligence agents based in Russia and the United Kingdom.
The suspect reportedly admitted her involvement in the operation and has since been released on bail, according to Austria’s Press Agency.

This case highlights the continued efforts by Russian intelligence to manipulate European public opinion and destabilize support for Ukraine. By using digital platforms and offline tactics, Russia seeks to create divisions and sow mistrust among Western populations.
